Ukraine Wants a Missile Defense Prototype by Next Year. It Could Become an Alternative to U.S. Patriots
Ukraine is aiming to have a working prototype of a new European-made anti-ballistic missile defense system ready by the first half of 2027 as Kyiv accelerates efforts to reduce its dependence on U.S. Patriot systems.
Reuters first reported that the ambitious initiative, codenamed Freyja, is being developed through a coalition of European governments and defense companies and is designed to create a flexible, lower-cost missile shield capable of intercepting Russian ballistic missiles.
Ukrainian officials hope the project will eventually offer Europe an alternative to the Patriot system, which has become increasingly difficult to obtain due to production bottlenecks, limited inventories and shifting political dynamics.
Davyd Aloian, deputy secretary of Ukraine’s National Security and Defence Council and the official overseeing the Freyja program, told Reuters that Kyiv wants a minimum viable product, or MVP, ready during the first half of next year.
“Since we’re working within such a tight timeframe, we have an ambitious goal: to have an MVP ready by the first half of next year,” Aloian said. “That is a prototype that can already demonstrate its first practical results.”
Russia has intensified ballistic missile attacks against Ukrainian cities, particularly Kyiv and the southern port of Odesa. Ukrainian officials say many of those missiles have not been intercepted because the country lacks sufficient Patriot interceptors, the only air defense system currently in Ukraine’s arsenal that has consistently demonstrated the ability to destroy high-speed ballistic missiles.
The Freyja coalition was formally launched earlier this month during a summit in Paris attended by leaders from 10 European countries, including Ukrainian President Volodymyr Zelenskiy, alongside roughly a dozen major defense manufacturers. An international steering committee responsible for estimating the project’s research and development costs is expected to meet for the first time soon, according to Aloian.
Ukraine is contributing key elements to the project, including a launcher and an interceptor missile. Zelenskiy recently said those components are largely complete and that bringing the system online is now “just a matter of testing.”
Kyiv expects its European partners to provide advanced technologies that Ukraine currently lacks, including sophisticated radar systems, missile guidance technology, sensors and electronic control systems.
Several of Europe’s largest defense companies have already joined the initiative, including Eurosam, the consortium behind the Franco-Italian SAMP/T air defense system, as well as Leonardo, Thales and Sweden’s Saab.
Ukraine’s defense manufacturer Fire Point, known for developing the Flamingo cruise missile, will serve as the lead industrial partner. Last month, the company announced an agreement with German defense electronics manufacturer Hensoldt to supply radar technology for Freyja.
One of the defining features of the project is its modular design. Instead of requiring every country to use identical equipment, Freyja is being built with an open system architecture that allows participating nations to integrate domestically produced components.
“The overall logic of this system is that it’s an open architecture,” Aloian told Reuters. “So if Denmark says ‘I want the Freyja system with a Danish-made Weibel radar,’ that’s fine. If Sweden says they want the Saab system, that’s no problem either.”
Ukrainian officials believe this approach will make the system more attractive to European governments by allowing them to leverage their own defense industries while maintaining interoperability across allied nations.
The coalition is also exploring the creation of a dedicated financing mechanism, potentially through a specialized fund that would manage contributions from participating governments and ensure stable long-term funding for research, development and production.
Aloian said involving private defense companies directly alongside governments could also help streamline development by reducing bureaucratic delays. “The coalition should be practical rather than political,” he said.
