The Caspian Sea Monster rises again


In the late 1950s, American intelligence analysts noticed a strange aircraft sitting beside a dock on the Caspian coast. It appeared to be a modified Tu-95 Bear bomber fitted with pontoons. It was never seen flying, but in the fevered years after Sputnik, some analysts wondered whether it might be a test for a nuclear-powered aircraft. They christened it the Caspian Sea Monster.

Then, in 1966, an even larger and considerably more menacing machine appeared. The CIA, unwilling to let such an alarming nickname go to waste, bestowed it on this “truly monstrous newcomer” too.

The name was, this time, appropriate. When nascent satellite imagery finally gave American analysts a clear look in August 1967, they were staring at the heaviest “aircraft” ever built: 600 tons and 300 feet from nose to tail. It was not, technically, an aircraft at all. It was a “surface-effect” craft known as an ekranoplan, designed to skim above the water and attack American shipping at high speed.

This autumn marks 60 years since that machine began flight testing. It did not end well. In December 1980, it crashed on takeoff and sank. Its designer, Rostislav Alexeyev, had been injured in an ekranoplan test that January, removed as chief designer within days, and was dead by February. The monster outlived its maker by 10 months. Since then it has approached near-mythical status as an example of how fear can occupy the space between what exists and what outsiders imagine exists. Now the fear is bubbling up again.

Photographs published in May show a Chinese wing-in-ground-effect craft, predictably nicknamed the “Bohai Sea Monster” after the waters where it was first observed a year earlier. Intriguingly, as The War Zone reported, the craft appears to possess two hardpoints—features designed to release stores—beneath each wing. They might carry weapons, or they might carry drones, sensors, fuel tanks or rescue equipment. Its performance, intended mission and even size remain unconfirmed, and it may be only a demonstrator. The monster is back, but so is the fog, this time with a 21st-century tint.

The Familiar Story

On the American right, the instinct is to treat every unfamiliar Chinese military prototype with deep suspicion. The Heritage Foundation’s latest assessment calls the People’s Republic the “greatest military threat facing the United States today.” The Hudson Institute says that China‘s coercive activity is “backed by real capability” and describes its advances in artificial intelligence as a “near-term strategic threat.”

The Bohai Sea Monster fits into this alarm because of its clear potential threat to Taiwan. Others are less sure that the threat is real, or at least imminent.

Writing in Responsible Statecraft, former Marine officer Dan Grazier has argued that “China is going to invade Taiwan” has become “little more than a talking point” around which Washington arranges its plans and spending. His broader contention is that Taiwan’s geography, mines, missiles, submarines, difficult beaches, cities and mountains already constitute a murderous obstacle course for any invader.

The anti-escalation argument goes further. Cato Institute scholar Doug Bandow wrote in July that “Washington’s most important policy objective involving China should be avoiding conflict.” Turning every Chinese experiment into evidence of an approaching war can produce the very arms race its proponents claim to be managing.

What’s Really Going On

The hawkish fear of China, and ekranoplans in particular, is not ridiculous. The best evidence for it is that the Pentagon agreed until very recently.

In 2022, DARPA—the Defense Advanced Research Projects Agency—launched Liberty Lifter, a ground-effect heavy-lift seaplane meant to move cargo across the Pacific without a runway. Boeing’s Aurora was picked in 2024 to fly a demonstrator by 2027. In July 2025, DARPA killed it, having spent roughly $98 million and built no aircraft. The agency’s director, Stephen Winchell, offered a blunt explanation: “We ended up finding out that it was harder than we thought.”

Ten months later, the Bohai Sea Monster appeared in clear photographs with pylons under its wings. Either Beijing has cracked a problem that beat America’s most capable aerospace firms, or it is about to find out why they gave up.

The attraction is real enough. Ground-effect vehicles promise a peculiarly deadly combination: aircraft-like speed, ship-like payload and freedom from runways. By flying close to the surface, they stay below radar longer than a conventional aircraft at altitude, and they cross minefields and most submarine threats while airborne. In China’s island-heavy maritime approaches, such a craft might deliver supplies, sensors, commandos or weapons without waiting for a port to be secured.

Still, the design’s main advantage is also its main disadvantage. Ground effect reduces drag and improves lift when a wing flies close to a surface—but it means the wing has to stay there. Any ekranoplan pilot with the desire to “go ballistic” into the heavens like Maverick in Top Gun will be disappointed with the result.

The speed advantage is no longer exclusive, either. The Soviet Lun-class missile carrier was credited with about 340 mph. This summer, a new Ukrainian drone was unveiled with a claimed maximum of 370 mph.

But what if the ekranoplan itself carries drones, or is itself a drone? The most credible indication of that future currently comes not from China but from Rhode Island. In April, Regent announced the first ground-effect flight of Squire, an autonomous defence-specific seaglider, on Narragansett Bay. The company lists a 50-pound payload, a range of 100 nautical miles and a speed of around 80 knots—modest beside the Soviet giants, but sufficient for surveillance, search and rescue or anti-submarine work. Regent says it completed an initial $4.75 million Marine Corps Warfighting Laboratory contract and entered a second phase estimated at $10 million.

That may be the real return of the Caspian Sea Monster. Not a faithful resurrection of a 600-ton manned missile carrier, but a Darwinian downsizing of the idea.

It is worth remembering what happened to the last one. The MD-160, the only Lun-class ekranoplan ever finished and successor to the original, spent the 1990s rusting at Kaspiysk, located on the Caspian Sea coast… naturally. In July 2020, it was towed south toward Derbent to become a museum exhibit, ran aground in the surf, took on water, and had to be dragged ashore that December with its wings and fuselage damaged. It is now being repainted grey as the centerpiece of a patriotic theme park.
