How Ukraine Is Building the Engineering Talent Behind Its Wartime Drone Industry
In four years, Ukraine has gone from producing a few thousand drones annually to manufacturing millions, and the output is expected to hit a record 10 million in 2026, according to President Zelenskyy.
Ukraine’s defense industry looked radically different before the war with Russia. Military and financial aid traveled in one direction: East. Today, the country is exporting combat drones to the United States under the Pentagon’s Drone Dominance program. It has also signed a major drone cooperation alliance with the European Union.
What began with less than a dozen drone manufacturers at the start of the full-scale invasion has now exploded into an ecosystem of over 2,500 defense tech companies, which are coordinated by the state-backed Brave1 platform.
Meeting frontline needs while satisfying surging global demand for Ukrainian UAVs requires far more than infrastructure. Behind every drone added to the nation’s output is a network of engineers and cross-disciplinary teams. But that workforce is struggling to match the sector’s rapid growth.
An industry survey by the CORE Team and the Ukrainian Council of Defense Industry found that 48% of domestic defense firms face an acute shortage of design and electronics engineers driven by fierce competition for a limited talent pool. Without a steady influx of talent, the entire defense ecosystem risks buckling under the combined weight of domestic wartime targets and international production commitments.
To balance the scales, a wave of initiatives have sprung up across the country, seeking to inspire and cultivate young engineering talent. Championing these efforts from the private sector is Athlon Avia, a Ukrainian aviation technology company and founding member of the EU-Ukraine Drone Alliance.
The team participates in the UAV Engineering bootcamp, alongside specialists from defense tech firms like Skyfall and LAB418. During the nine-day summer event organized by the Kyiv Aviation Institute (KAI), these experts teach drone production and supervise undergraduates and graduate students as they complete hands-on projects.
The government, too, has expanded learning beyond the classroom. In partnership with educational institutions across the country, the Ministry of Education and Science launched the first All-Ukrainian Student FPV Drone Racing League in 2025.
Hands-on research and development is another focus area for Ukraine. In 2026, Athlon Avia launched AVIA Lab at KAI. The workspace enables students as young as 13 to design, model and test custom aircraft and drones.
According to Kyrylo Savchenko, Cooperations Manager at Athlon Avia, the facility is “the biggest aeromodeling lab in Ukraine.” He told International Business Times that “by going through the entire process of making an aircraft, from the initial concept to a working prototype, they learn about aerodynamics, mechanics, electronics and data modeling.”
Other defense-tech hubs are also bringing students directly into applied R&D. In March 2026, the Brave1 cluster launched its ‘Brave Students’ initiative, with an engineering challenge that brought together 33 teams from 15 universities and four vocational institutions. Tasked with developing drone docking prototypes, the winning teams shared a UAH 90,000 ($2,000) prize fund, with the top spot going to the Deer Antlers team at Igor Sikorsky Kyiv Polytechnic Institute.
Beyond education and research infrastructure, the Ukrainian government, alongside private companies, is increasingly incentivizing young scientists and engineers. In 2026, Ukraine’s National Research Foundation announced annual grants up to UAH 500,000 (about USD $11,000) for research in national defense, IT, and other fields.
Ukrainian FPV drone manufacturer Vyriy Industries launched a similar program the previous year in partnership with scholarship platform CREED, awarding select engineering students up to UAH 8,000 a month. The mission, CREED founder Andriy Tagansky said, “is to shape the human capital of Ukraine from school to their first job.”
With class-to-lab initiatives and partnerships springing up across the country, Ukraine is turning its academic sector into a workforce pipeline to address its engineering talent shortage for its war with Russia. Athlon Avia has built one such pathway. Eligible KAI students can complete their practical training at the firm, and move straight to internships.
Last year, Athlon took on five final-year students for practical training and another five graduates as interns, deliberately keeping the cohort small to ensure each received personal mentorship. The company plans to add another 10 students this fall, Savchenko said.
Vyriy Industries’ scholarship program also offers a pathway into employment, while Brave1 runs a six-month paid internship, with high-performing interns offered the possibility of joining the Ministry of Digital Transformation.
Investing in Ukraine’s engineering workforce could matter beyond its immediate wartime needs. As Savchenko said, “This is not only about the military; this is about our development as a country.”
With Western governments seeking Ukrainian drone expertise and joint production partnerships, today’s trainees could shape a larger aerospace and defense-technology ecosystem down the road — and some organizations are betting on it.
