“This is particularly true because lower-income Medicare enrollees, for whom every dollar is most important, are not eligible for the checks,” Dow says. Beneficiaries whose premiums are already paid by Medicaid do not qualify, according to the White House.
“This makes sense given that the payment is a premium rebate and these beneficiaries don’t pay their own premiums. It does, however, mean that the payment leaves out the most financially vulnerable people in the program,” Allen says.
She points out that premiums are likely to go up again in 2027.
“People will get a small one-time check before the election, and then likely hear about next year’s premium increase after it,” she says, calling it “notable” that people are likely to receive these checks within the next few weeks, just shortly before the midterm elections.
