Ukraine War: Elon Musk’s Starlink Restrictions Disrupt Ukrainian Combat Missions Amid Trump Pressure

SpaceX restricted Starlink connectivity for high-speed terminals in Ukraine overnight on Oct. 13-14, disrupting several Ukrainian combat drone missions, military officials said Wednesday. Presidential adviser Serhiy Beskrestnov confirmed the disruption in a post on Telegram, writing, “Our defence forces did not receive a warning about this limitation, and this led to the disruption of several missions.”

Ukraine’s 7th Rapid Reaction Corps, deployed in the country’s southeast, also reported that some units had been forced to cancel missions because of the connectivity problems. A source within Ukraine’s Defense Ministry said the restrictions were significantly complicating logistics and certain drone operations.

Beskrestnov said the military-grade service had been restricted for terminals operating above 100 miles per hour (160 kilometers per hour). The 7th Rapid Reaction Corps separately reported connection drops lasting 10-20 seconds at speeds of 110-120 kilometers per hour. It said the interruptions made drones difficult to control.

Musk-Zelensky Tensions and Trump Pressure on Kyiv

The restrictions came amid tensions over Ukrainian attacks on Russian oil refineries. Trump has pressed Kyiv to halt the strikes, while Musk posted on X on Saturday that “Zelensky has gone too far.” The timing has raised questions about whether political pressure played a role in the Starlink restrictions. However, neither the timing nor Musk’s public criticism establishes that Trump or his administration directed SpaceX to impose the measures.

The broader dispute also involves Trump’s decision to allow Russian diesel supplies under a reported agreement with Russian President Vladimir Putin. Trump announced the deal on Oct. 9, saying Russia would supply diesel to help address high fuel prices. The U.S. Treasury Department subsequently issued a temporary license allowing certain Russian diesel shipments to enter the global market.

The agreement has drawn criticism from lawmakers over its implications for U.S. sanctions policy. Musk has previously declined requests involving Starlink’s use in sensitive military operations. In 2022, he rejected a Ukrainian request to activate Starlink around Sevastopol for operations against Russia’s Black Sea Fleet, citing concerns that SpaceX would otherwise become “explicitly complicit in a major act of war and conflict escalation.”

He has also declined to permit Starlink-equipped drones to operate over Russian territory, a capability Kyiv has been seeking. Musk has previously said Starlink would never be used as a “bargaining chip” in the conflict, even if he disagrees with Ukrainian policy.

Ukraine’s Military Dependence on Starlink

Starlink has been a key part of Ukraine’s military communications infrastructure since Russia launched its full-scale invasion in February 2022. Ukrainian forces use the network to communicate across the battlefield, coordinate units and support drone operations.

Starlink supports Ukrainian battlefield communications, including coordination between units and some drone operations. The restrictions highlight the risks of relying on a privately operated network when military activities depend on continuous connectivity.

Ukraine has also taken steps to reduce unauthorized Starlink use within its territory. In February 2026, the Ukrainian Defense Ministry announced a system requiring terminals to be registered and verified, following concerns about Russian forces using the service. The separate measure was intended to address security risks and shouldn’t be confused with the high-speed restrictions reported on Oct. 14.
