Who Is Stephen Miller? Trump Taps Immigration Hardliner to Replace Susie Wiles as Chief of Staff

xU.S. President Donald Trump has chosen longtime adviser Stephen Miller to replace Susie Wiles as White House chief of staff. The move places one of the architects of his immigration agenda in charge of the administration’s day-to-day operations following the Republicans’ losses in the November 2026 midterm elections.

Trump announced the decision on Friday, Nov. 6, with Miller, currently deputy chief of staff for policy and homeland security adviser, expected to take over the influential position on Monday, Nov. 9. Wiles, whom Trump praised for her service, is expected to move to the Trump Political Operation, according to the announcement reported by the New York Post.

The appointment would give Miller an expanded role at the center of the White House. He has been one of Trump’s most influential policy advisers, particularly on immigration, border enforcement and the administration’s mass-deportation plans.

But who is Stephen Miller, and how did he become one of the most powerful figures in Trump’s political circle?

Who Is Stephen Miller?

Stephen Miller is an American political adviser who has served as one of Trump’s closest policy allies since his first presidential campaign.

Born on Aug. 23, 1985, in Santa Monica, California, Miller grew up in the Los Angeles area. He attended Santa Monica High School before graduating from Duke University in 2007.

Miller became politically active during his school years, writing newspaper columns that criticised what he viewed as liberal attitudes among students and teachers. He also challenged the school’s approach to patriotic exercises and became axx regular guest on conservative radio host Larry Elder’s programme while still a teenager.

After graduating from Duke, Miller entered Republican politics. He worked as a press secretary for former Representative Michele Bachmann and later for Representative John Shadegg before joining the staff of then-Senator Jeff Sessions in 2009.

His work with Sessions, a prominent opponent of immigration reform proposals, helped establish Miller’s reputation as a conservative policy strategist focused on immigration.

How Did Stephen Miller Become Trump’s Immigration Adviser?

Miller joined Trump’s 2016 presidential campaign as a senior policy adviser and became one of the central figures shaping its messaging on immigration.

After Trump won the election, Miller entered the White House as a senior adviser and director of speechwriting. He helped write some of Trump’s most prominent speeches and played a significant role in developing the administration’s immigration policies.

One of the most controversial measures associated with the first Trump administration was its 2018 zero-tolerance border policy. The policy led to the separation of thousands of migrant children from their parents after adults crossing the US-Mexico border were referred for federal prosecution.

Miller also supported restrictions on immigration and asylum and was a prominent advocate of Trump’s travel restrictions affecting several predominantly Muslim countries.

His influence continued during Trump’s second presidential term. Trump announced in November 2024 that Miller would return to the White House as deputy chief of staff for policy and homeland security adviser.

Miller also helped establish America First Legal in 2021, a conservative legal organisation that challenged policies and actions taken by the Biden administration.

Stephen Miller’s Role in Trump’s Mass Deportation Agenda

Miller has been closely associated with Trump’s promise to carry out a large-scale deportation programme.

During the 2024 presidential campaign, Trump repeatedly promised to expand immigration enforcement and remove undocumented immigrants from the United States. Miller became a key adviser in developing the administration’s approach to those plans.

His responsibilities have extended beyond immigration messaging. As deputy chief of staff for policy, he has also been involved in broader administration planning.

A Nov. 1, 2026, Reuters report said Miller, budget director Russell Vought and White House lawyers had been working on possible executive actions involving immigration, tariffs, housing and federal spending in preparation for a potential Democratic takeover of Congress.

His appointment as chief of staff would put him in a position to coordinate a wider range of White House priorities, rather than focusing primarily on policy.

Why Is Stephen Miller Replacing?

Miller’s appointment comes after Republicans suffered significant losses in the November 2026 midterm elections, leaving Trump’s administration facing a major political challenge.

Wiles had served as Trump’s chief of staff and was a central figure in his 2024 campaign. She became the first woman to hold the White House chief of staff position when Trump selected her for the role in November 2024.

The chief of staff manages the White House’s day-to-day operations, coordinates senior advisers, controls access to the president and helps implement the administration’s priorities.

Trump’s reported decision to move Wiles to his political operation and appoint Miller marks a significant change in the administration’s leadership structure.

Miller’s elevation also comes as the administration faces scrutiny over its immigration enforcement strategy and other policy decisions following the midterm results.

The reasons behind the personnel change have not been fully explained publicly. The appointment is expected to take effect on November 9, 2026.
