Why Did Rocket Lab Challenge NASA’s $700 Million Mars Orbiter Contract? Blue Origin Deal Faces Scrutiny
Rocket Lab has formally challenged NASA’s decision to award Blue Origin a $700 million contract to build, launch, and operate the agency’s next Mars communications spacecraft.
On September 11, 2026, Rocket Lab filed a protest with the U.S. Government Accountability Office (GAO), arguing that NASA’s selection process did not follow the eligibility requirements set by Congress and that the agency’s assessment of Rocket Lab’s technical proposal contained errors.
The dispute could put NASA’s next communications link around Mars under review just as the agency prepares to replace aging spacecraft that currently relay data between Earth and missions on the Red Planet.
NASA selected Jeff Bezos’ Blue Origin earlier in September, with the company required to deliver the Mars Telecommunications Network spacecraft by December 31, 2028. Rocket Lab is now asking the GAO to examine how that decision was made.
Why is rocket Lab challenging NASA’s decision?
Rocket Lab says its objection is not simply about losing the competition. The company argues that NASA’s award decision may have conflicted with requirements established by Congress and that its own technical proposal was judged unfairly.
In a statement posted on X, Rocket Lab said, “NASA’s award decision appears to be inconsistent with the eligibility criteria mandated by Congress.”
The company also challenged NASA’s evaluation of its technical submission, saying the agency’s review was “inconsistent” and included “incorrect assertions and conclusions.”
Rocket Lab added that the procurement process exists to protect both competition and taxpayer money.
“Procurement standards exist to ensure fair competition and protect public investment,” the company said. “We are pursuing this review to ensure those standards are upheld for critical infrastructure that will underpin American exploration at Mars for decades to come.”
The protest does not mean Rocket Lab has won the contract or that Blue Origin has been removed from the project. It means the award is being formally challenged and will be reviewed through the GAO process.
What is NASA’s Mars Telecommunications network?
Despite the word “network” in its name, MTN will be one spacecraft designed to act as a communications relay around Mars.
The spacecraft will help transmit information between Earth and NASA spacecraft operating at or around the Red Planet. That role is becoming increasingly important because the two Mars orbiters currently performing much of this relay work are old.
Mars Odyssey launched in 2001, while Mars Reconnaissance Orbiter launched in 2005.
NASA had considered adding a new communications orbiter for years. Congress provided $700 million in funding in July 2025, and NASA issued its request for proposals in May 2026.
Blue Origin and Rocket Lab emerged as the leading contenders before NASA ultimately selected Blue Origin.
When is Blue Origin supposed to launch the Mars Orbiter?
Under NASA’s award, Blue Origin must deliver the MTN spacecraft no later than December 31, 2028. The spacecraft is expected to reach Mars and become operational by 2030.
The mission is important because future Mars exploration will depend not only on landers and rovers but also on reliable ways to move scientific data back to Earth.
A communications orbiter can receive information from spacecraft on or near Mars and relay it toward Earth, effectively functioning as a space-based communications bridge.
That makes the contract more than a simple spacecraft-building competition. The winning company would be responsible for infrastructure that NASA expects to use as part of its longer-term Mars exploration plans.
Blue Origin has challenged NASA before
There is an interesting twist in the current dispute: Blue Origin has previously been on the other side of a NASA contract protest.
In 2021, Blue Origin challenged NASA’s decision to select SpaceX to develop the first crewed lunar lander for the Artemis program.
The GAO rejected Blue Origin’s protest in July 2021. Blue Origin subsequently sued NASA, but a court rejected the company’s case in November that year.
The outcome eventually changed for Blue Origin. NASA later decided to select a second lunar lander provider, and Blue Origin won that contract in 2023.
Rocket Lab is now taking a similar route by asking the GAO to review NASA’s Mars contract decision.
What happens to the $700 million contract now?
The GAO protest means Rocket Lab’s objections will be considered, but the material provided does not establish that the agency will overturn the award.
For now, Blue Origin remains NASA’s selected contractor, while Rocket Lab argues that the evaluation should be reviewed.
The outcome could determine whether Blue Origin proceeds with the Mars Telecommunications Network as planned or whether NASA has to revisit some part of its procurement decision.
The bigger issue is also about how NASA chooses private companies for major exploration infrastructure.
